The Copeman Healthcare Centre in Vancouver charges an up-front fee of $3,900, plus an ongoing annual fee of $2900, for preferred access to doctors working there, the majority of whom bill our public health insurance plan for their services while only seeing patients who are members of this exclusive clinic. The Medical Services Commission (MSC) is the government agency responsible for ensuring that all B.C. residents have fair and equitable access to medical care.
As a result of public pressure, the provincial government asked the MSC to audit Copeman to determine if it was operating in violation of provincial and federal health law.
And yet the MSC found no evidence of wrongdoing.
How could this be? Because they didn’t see. Auditors did not enter or phone the Copeman Healthcare Centre to present themselves as patients in order to verify Copeman’s policies stating that non-members would not be charged for access to insured services. In short, they didn’t find any evidence of unlawful user charges because they didn’t look for any.
Because they didn’t hear. When patients complained about Copeman’s demands for thousands of dollars in unlawful user fees to access its doctors the MSC told them it had no concerns with Copeman’s billing practices.
Because they didn’t speak. After the audit the MSC refused to meet with the BCHC and would not answer our questions on how or if a test of access was undertaken as part of its audit.
No more monkey business.
